Title I Neglected and Delinquent Program
Purpose of Title 1
The Title 1 Neglected and Delinquent Programs, administered through Alameda County Office of Education, provides federal funding to children institutionalized in court and group home settings and/or community schools for purposes of improving teaching and learning. Central to addressing these needs are educational programs that, according to federal regulations:
- Carry out high quality educational programs to prepare youth for secondary school completion, employment, or further training and education; and
- Provide activities to facilitate the transition of such youth from the correctional program to further education or employment.
The Student Programs and Services’ Title 1 program has as its operation focus a staff of 8 instructional assistants supporting instructional programs in mathematics, reading and writing at Hayward Community School, Camp Wilmont Sweeney, and Butler Academic Center at the Juvenile Justice Center.
Program Objectives
As set by federal guidelines, the program design for Title 1 is aligned to district schoolwide plans for instructional improvement. Program objectives are aligned with Student Programs and Service’s Systemic Construct for Quality Programming:
Teaching and Learning
Title 1 Instructional Assistants provide instructional support for students requiring extra assistance in reading, writing, and mathematics.
- Academic course work is designed to increase student skill levels, with the ultimate goal of successful return to the student’s home school.
- Interventions include in-class and pullout sessions, small group, and individual tutoring.
- All students maintain a record of work through the use of reading logs and weekly schedules.
Accountability
Instructional assistants administer to students at Title 1 sites a computer-based pre- and post-assessment in mathematics and reading.
- Test results are provided to instructional staff to assist in lesson planning and program evaluation.
Additional Highlights
- Leveraged services through ACOE's Foster Youth Services to provide case management and tutorial services to group home and foster care providers throughout Southern Alameda County.
- Expanded special education intake services, testing, and instructional support provided to students at three different settings in the Juvenile Justice Center.
- Coordinated instructional support tailored to site needs under the direct supervision of the principals.
- ACOE-supported training options for re-certification of Title 1 Instructional Assistants under guidelines established in No Child Left Behind.
