CLAD Certification
The Crosscultural, Language, and Academic Development (CLAD) Certificate and the English Learner (EL) Authorization authorize the following types of instruction to English learners:
- English Language Development (ELD): A content subject area, ELD is instruction appropriate for the level of language proficiency as identified for each EL student. The instruction is designed to promote the effective and efficient acquisition of listening, speaking, reading, and writing skills of the EL student. This type of instruction is also known as English as a Second Language (ESL) or Teaching English to Speakers of Other Languages (TESOL).
- Specially Designed Academic Instruction Delivered in English (SDAIE) is an instructional approach designed to increase the level of comprehensibility of the English language in the content area of the class. The specially designed content instruction in subject matter, such as math or social science, is presented in English to English learners in classes which are restricted to instruction in the subject area and grade level of the prerequisite credential or permit (as applicable).
In order to fulfill the requirement to obtain the English Learner (EL) Authorization and Crosscultural, Language, and Academic Development (CLAD) Certificate, which authorizes instruction to English learners one of the following must be verified:
a. Passing scores on Tests 1, 2 and 3 of the California Teacher of English Learners (CTEL) Examination.
b. Completion of course work in a Commission-approved CTEL program.
c. Completion of course work in a Commission-approved CTEL program combined with passing scores on the CTEL Examination, based on equivalency as determined by a Commission-approved CTEL program.
d. Possession of the National Board for Professional Teaching Standards certificate in Early and Middle Childhood/English as a New Language or Early Adolescence through Young Adulthood/English as a New Language.

Teachers are prepared for CLAD certification through the Alameda County Office of Education "Bilingual Teacher Training Program" (BTTP). Services offered include support and information for the available routes to become certified to teach English learners. ACOE services offered also include preparation for the California Test of English Learners (CTEL) through study packets, available for each state subtest.
BCLAD Certification Information:
Bilingual authorizations allow the holders to provide the following types of Instruction
- Instruction for English language development (ELD): Instruction designed specifically for EL students to develop their listening, speaking, reading, and writing skills in English. This type of instruction is also known as English as a Second Language (ESL) or Teaching English to Speakers of Other Languages (TESOL).
- Instruction for primary language development: Instruction for EL students to develop their listening, speaking, reading, and writing skills in their primary language.
- Specially Designed Academic Instruction Delivered in English (SDAIE): Instruction in a subject area delivered in English that is specially designed to provide EL students with access to the curriculum.
- Content Instruction Delivered in the Primary Language: For EL students in a subject area delivered in the students’ primary language.
To obtain a Bilingual Authorization individuals must possess a valid California teaching credential and verify one of the following:
- Passing scores on Tests II (or III depending on the language, covering Language and communication), IV, and V of the California Subject Examinations for Teachers (CSET): Languages Other Than English (LOTE).
- Completion of course work in a Commission-approved bilingual program.
The Alameda County Office of Education Bilingual Teacher Training Program provides BCLAD preparation for CSET LOTE through study packets available for each state established test.
